Governing bodies

Two world systems, two UK governing bodies recognised by the sports councils, three federations called the ITF, and what to ask a club.

Facts here were checked on 8 October 2026 against each body's own publications and the UK sports councils' lists, and some again on 26 October 2026. Where a body describes itself, the words are its own claim. 140

The short version for families

  • Two world systems. World Taekwondo with the Kukkiwon runs the Olympic style; three separate bodies, each called the International Taekwon-Do Federation, carry General Choi's ITF style. 4,46,51,60,64,68
  • Two UK governing bodies recognised by the sports councils. British Taekwondo for the Olympic style, everywhere in the UK; the British Taekwondo Council for the non Olympic styles in England and Wales, with the Scottish Council of Taekwon-Do in Scotland. 89,95,108,140
  • Many associations belong to one of these, to an ITF, to both, or to none. The TAGB, the largest independent body, is a founding member of the British Taekwondo Council and is independent of all three ITFs. 95,99
  • What it means for a family: ask the club two questions, "which family of taekwondo?" and "which association?" Together they tell you the patterns, the sparring rules, who issues the black belt, and whose insurance and safeguarding apply.

Recognition by the UK sports councils, checked 8 October 2026

"Recognised" here always means recognised by the body named. 140

  • British Taekwondo is recognised by Sport England, sportscotland, Sport Wales, Sport Northern Ireland and UK Sport as the governing body for WT taekwondo, as it announced in 2025; before that it was missing from some recognition lists. 89,140
  • The British Taekwondo Council (BTC) is listed by Sport England, and on the England, Wales and UK columns of the sports councils' master list, for non Olympic taekwondo. 95,140
  • The Scottish Council of Taekwon-Do is recognised by sportscotland for non Olympic taekwondo in Scotland; no public list of its clubs or members was found. 108,140
  • GB Taekwondo is not a governing body: it is the UK Sport funded elite performance programme, established 2002, in Manchester. 91,140

British Taekwondo

World Taekwondo's member for Great Britain; a member of the European Taekwondo Union and the British Olympic and Paralympic Associations. It says it has over 600 clubs. Everyone joins individually, £31 a year in 2026, and there are no member associations or home nation bodies below it. It hosts the UK Kukkiwon Office under a memorandum of understanding signed with the Kukkiwon in December 2022. Based at the House of Sport in Manchester. 83,84,89,90,140

British Taekwondo Council

Established 1988. Fourteen member organisations practising ITF, independent and Kukkiwon styles, with clubs in all four nations. It accredits instructors, renewed every three years, covering safeguarding, DBS checks, insurance and health and safety; provides insurance; and runs annual national championships. A Sport England funded system partner. It is not a style: a BTC member club is accredited through its association. 95,101,140

Full members, as listed on 8 October 2026: TAGB, UK ITF, UKTA, GTUK, the English Taekwondo Federation, the British Taekwon-Do Federation, the UK Taekwondo Development Council (the largest Kukkiwon style group in the BTC, by its own account) and Alliance Taekwon-Do United Kingdom. Affiliates include the British Isles Taekwon-Do Federation, the Traditional TKD Association, Blue Wave Taekwondo, the Traditional TaekwonDo Federation, the British Taekwondo and Mudo Academy and the United Kingdom Taekwondo Institute. 95,140

Its business address in Harlington, Middlesex, is the same as UK ITF's and Choi Jung Hwa's ITF administration. 68,95,101

  • Global Taekwondo International (GTI), PUMA and the British United Taekwon-Do Federation (BUTF), formed on 1 March 1988, by its own account: independent ITF style groups, not BTC members, with no sports council recognition claimed. 108,140
  • UK Taekwondo Development Council (UKTDC): a Kukkiwon style group inside the BTC rather than British Taekwondo. Its students would not hold British Taekwondo membership or be eligible for its events; how they receive Kukkiwon certificates is not confirmed. 140
Two halls side by side: one class sparring in body protectors, the other in gloves and foot pads.

What to ask a club

  • "Which family, and which association?" There are at least two bodies called ITF England with different world bodies behind them, so the word "ITF" alone does not answer it. 102,103
  • Insurance and accreditation: British Taekwondo membership covers its members at its clubs and events; BTC accreditation runs through the member association. 84,95,101
  • Safeguarding: British Taekwondo's list of questions, the NSPCC's five questions for any sports club, and the Safeguarding Code in Martial Arts map in England. 84,120,121
  • Recognition is a sign, not a guarantee. A club in a recognised body has a route to accredited coaches, insurance, safeguarding training and DBS checks. Families should still ask the questions above. 84,95,101
